Municipalities across the country are often seeking ways to improve the lives of residents through initiatives that help education, business, and overall quality of life. In many cases, the provision of broadband Internet service is seen as a way to support efforts to spur business opportunities, open doors for education, and drive economic development efforts. The Shpigler Group has worked with many communities to develop solutions that examine their needs, identify resources currently available and develop an understanding of what a broadband network would mean in terms of cost and projected revenues. Many rural areas must address the ‘digital divide’ that exists where no broadband Internet access is available. Below is an example of some of our work in economic development:

  • Developed a feasibility study on behalf of a Southeastern community seeking to implement broadband access network. Conducted research on countywide availability of communications infrastructure and calculated potential demand for broadband services. Conducted financial analysis to determine cost for alternative network architectures and value of economic development characteristics of network deployment. Performed service offering overview to determine viability and associated benefits of a variety of broadband-enabled applications.

  • Developing business plan for three rural Northeastern counties seeking to develop broadband capabilities in support of economic development. Identified funding levels needed and structural requirements associated with establishing local broadband authority. Calculated expected impact on community that increased access to data would provide.

  • Developing business case in support of community-backed fiber development spearheaded by Southeastern municipal utility. Identified key fiber architectures that offered potential, including fiber-to-the-home, metropolitan area networks, and a variety of hybrid fiber designs. Developed roadmap for establishing operating partnerships with service providers to structure viable private-public partnerships. Calculated economic development impact that could be realized through the development of additional communications infrastructure.

  • Working with a small Eastern municipality to develop a comprehensive fiber strategy. Identified build opportunities, provided support for network design, and provided detail on last mile approach. Worked with municipal leaders to identify and optimize partnership arrangements. Supported development of regional broadband authority in conjunction with local educational institutions.

  • Preparing business case of broadband initiative on behalf of West Coast public power electric utility. Detailed financial characteristics of broadband access business and determined funding requirements on behalf of community. Calculated expected impact on desired economic development benefits associated with improved access to information.

  • Developing feasibility study on behalf of Midwestern municipal utility seeking to build access network in support of SCADA system and wholesale community broadband access network. Developed build plan for hybrid fiber and Broadband Power Line network to connect distribution substations and deliver access for open access carrier network. Calculated financial profile of business operation and identified optimal technology platforms. Profiled operational requirements and laid foundation for delivery of network deployment.

  • Writing Request for Proposals for municipality seeking to enter into franchise relationship with communications provider. Outlined key technical and commercial agreement terms consistent with state laws and existing cable franchise agreement. Supported procurement process by performing project management function during solicitation period.

  • Developing comprehensive plan for citywide communications system deployment. Provided crew training for fiber cable management and equipment mounting outside (pole mount units, manage fiber). Provided RF training to field crews for proper placement of radios and antennas in large scale wireless networks. Provided circuit layout record database for accounting of splicing and fiber strand, fiber distribution panel, and opto-electronics facilities.
